There is no separate "retirement visa" in Türkiye; foreign retirees use the same short-term residence permit system as other foreigners — usually via property ownership or a purpose of stay, on condition of sufficient and regular income (a pension is the typical proof) and valid health coverage. Foreigners over 65 are generally exempt from the private health insurance requirement. Eight uninterrupted years of residence can lead to long-term residence, and 5 years to citizenship; exceptional citizenship by investment (at least USD 400,000) is also possible.
There Is No Retirement Visa in Türkiye
Many countries offer retirees a special visa or residence category. In Türkiye, however, there is no such separate “retirement visa” or “retiree residence permit”. Foreign retirees use the same short-term residence permit system as all other foreigners.
The practical consequence: a foreign retiree usually obtains residence in one of two ways — as the owner of a home in Türkiye, or with documents supporting a purpose of stay. This permit, granted each time for a certain period (usually up to two years at most), is then renewed. There is no route such as “I am a retiree, I get residence automatically”; the process is subject to the same rules as for other foreigners. Income and Pension Requirement
For a short-term residence permit, the applicant may be asked to “have sufficient and regular financial means”; the administration requests this with a document when necessary. For a foreign retiree, the strongest proof at this point is the pension — a document showing the pension received from abroad is the typical proof of regular income.
An important point: there is no fixed minimum amount applicable to everyone in the legislation; the assessment is at the administration’s discretion and varies according to the case. For this reason, it would not be right to give certainty such as “I have this much income, it is definitely enough”; current practice must be clarified before applying.
Health Insurance and the Age-65 Exemption
Valid health coverage is among the general conditions in a residence permit application. There is an important advantage for retirees here: foreigners over 65 are generally exempt from the requirement to take out private health insurance.
Although this exemption is a convenience, given the health risk in the older age group, remaining without coverage is not recommended; SGK or private insurance options should still be considered. In addition, for retirees from countries that have a bilateral social security agreement with Türkiye (such as Germany, the United Kingdom, France, the Netherlands), access to healthcare may work differently — through their own countries’ systems; this is a matter that varies by country and requires separate confirmation.
Residence via Real Estate
One of the most frequently preferred routes for foreign retirees is to become the owner of a home in Türkiye and obtain a short-term residence permit via that property. Property ownership is considered a supporting document for the purpose of stay.
There is a frequently confused distinction here: buying a home to live in and the USD 400,000 real-estate investment made for citizenship are two different things. While there is no such high amount requirement for residence, citizenship has a much higher threshold. Not mixing the two prevents incorrect budget planning.
Long-Term Residence and Citizenship
For a retiree who wants to establish a permanent arrangement in Türkiye, there are two horizons:
- Long-term residence permit: having lived with a residence permit for at least 8 uninterrupted years, with sufficient income, valid health coverage and public-order conditions; granted indefinitely.
- Citizenship: after at least 5 uninterrupted years of residence on the general route, or on the exceptional route through a real-estate investment of at least USD 400,000.

Points to Watch for Retirees
The most frequent pitfalls on foreign retirees’ Türkiye journey:
- Spending half the year abroad: a break exceeding 180 days in a year can disrupt the residence accumulation required for both long-term residence and citizenship.
- Missing the renewal: failing to renew the residence permit on time puts the status at risk (Residence Permit Extension).
- Regional restriction: in some provinces and districts, new residence registration may be closed due to the concentration of foreigners; the expectation “I can open residence anywhere I want” is misleading.
